The U.S. Fish & Wildlife Service (FWS) introduced a proposal last year to remove gray wolves from the endangered species list. The move resulted in controversy when scientists and conservationists argued that the species has not yet recovered enough to lose protections.

Although the future of the gray wolf remains unclear if this proposal is passed, the FWS is requesting that protections be kept for one gray wolf subspecies: the Mexican wolf. The proposal makes Mexican wolves the only gray wolf not to lose endangered status in the lower 48 states. The FWS will maintain protection and expand recovery efforts for the subspecies in the Southwest, calling this wolf “the only remaining entity that warrants protection under the [Endangered Species] Act.”

The subspecies’ continued protection is viewed as a positive move, but some other changes to the recovery plan have conservationists worried.

On the Brink of Extinction

“Mexican wolves are critically endangered. At the end of 2012, there was a population count of only 75 in the wild in Arizona and New Mexico,” says Maggie Howell, executive director of the Wolf Conservation Center.

By the 1970s, this subspecies was extinct in the wild. They were bred in captivity and only reintroduced in 1998. Since then, the population has continued to struggle to survive. The Wolf Conservation Center currently has 13 Mexican wolves as a part of the American Zoo and Aquarium Association’s Species Survival Plan (SSP) Program and FWS Recovery Program. Over the years, some of their wolves have been released into the growing wild population, but Howell’s wolves have seen firsthand one of the biggest problems she says the subspecies faces: illegal killing.

“Two of our wolves, one released in 2006 and the other in 2008, from the center were killed just months after release,” she says.

According to Eva Sargent, Southwest program director for Defenders of Wildlife, the wolves are also suffering from inbreeding because the whole population was founded on just a few wolves. As a result, there is little genetic diversity in the group, and it’s made worse by wolves remaining in captivity for a long time.

“The overmanaged population is kept small, so they’ve lost a lot of genetic diversity. Genetic issues can be improved if more wolves are let into the wild from captivity, but that’s not happening,” Sargent says.

For the wolf to recover, scientists agree that there need to be three distinct populations of at least 750 wolves in the wild, but with these threats and some of the proposed changes, Howell and Sargent say we are far from reaching that goal.

The New Proposal

There are both positive and negative effects that the new FWS proposal will have on the subspecies. According to Sargent, wolves are currently allowed to move only within a small region of Arizona and New Mexico called the Blue Range Wolf Recovery Area, but it will now be expanded into a slightly bigger range called the Mexican Wolf Experimental Population Area. It will also allow wolves to be released from captivity anywhere in this area, instead of restricting releases to one small section that previously slowed the process.

However, if wolves leave this area, they will be trapped and brought back into it. Sargent says this policy is limiting the population’s growth.

“The whole idea is that their numbers get larger and they disperse. You’re trading a little for the current population but undercutting the recovery in the long term,” Sargent says. “The habitats to support two additional populations needed are outside this box.”

Howell says that another problem is that the new proposal does not address the "nonessential experimental population" designation given to the Mexican wolf in 1998.

“This designation implies that if the current wolves were not to survive, it would not impact the recovery of the Mexican wolf because its genetics are represented in captivity,” she says. “It gives more leeway in terms of how people deal with this species. Most endangered species you are not allowed to kill or remove because they are so necessary to recovery, but because of the nonessential designation, [Mexican wolves] can be removed from the wild if they interfere with humans or industry.”

ST. PAUL, Minn. — Fewer wolves are being shot or trapped for predator control in Minnesota, wildlife managers told a legislative hearing Tuesday evening as they defended how they’ve handled the resumption of hunting since the predators came off the endangered list two years ago this week.

The number of wolves killed because they were preying on livestock or pets fell from 295 in 2012 to 127 last year, said Dan Stark, large carnivore specialist with the Department of Natural Resources. He attributed the decline to the mild winter of 2011-12, not hunting. He said wolf depredation on livestock tends to increase during mild winters when it’s harder for wolves to chase down deer.

He also said the total of verified complaints of wolves preying on livestock and pet dogs fell from 122 to 70 from 2012 to 2013.

Stark told a House environment panel the levels of predation conflicts probably hasn’t been so low “since the about early 1990s, and so it’s quite a bit lower than it’s been in recent years.”

Opponents of wolf hunting, who have tried without success to stop the hunt, denounced it as inhumane. They testified it threatens the species’ long-term survival in Minnesota and disputed the idea that allowing recreational hunting and trapping is the most effective way to stop wolves from preying on livestock.

“There’s only one reason for hunting wolves and that’s for trophies and sport,” said Howard Goldman, the state director for the Humane Society of the United States.

Hunters and trappers killed 413 wolves in the state’s inaugural season and 237 in the season that closed Dec. 28. The DNR is expected to announce its plans for 2014 later this year.

“We understand that people have the right to protect their livestock, they have the right to protect human life,” said Maureen Hackett, founder of Howling for Wolves. But she said the state should focus on nonlethal control methods instead of “indiscriminate” methods such as snaring, which she said cause enormous suffering.

Stark also defended the DNR’s estimates of Minnesota’s wolf population, which it pegged at 2,211 as of last winter. The count was based on aerial surveys and other data, and is measured at the annual low point of the animal’s population before the pups were born. He said the methods could always be improved, but that would cost more money.

Critics argued that uncertainty in the counting methods — a rough margin of error of plus or minus 500 — meant the wolf population could have been as low as 1,652 last winter, which they said was dangerously close to the 1,600 minimum set by the DNR’s management plan.

A five-year hunting-and-trapping moratorium narrowly passed a Senate committee last year but got no further. The proposal’s prospects for advancing in the upcoming session are uncertain, but it faces opposition from influential lawmakers, hunters and farmers.

Tuesday’s hearing was informational only, and no vote was taken.

This quote from "Butch" caught my eye.
Wouldn't this be exactly what WOULD put Idaho wolves BACK on the Endangered Species List under U.S. Federal protections?
Looks to me that slaughtering 500 of the wolves in Idaho, leaving the minimum required number of wolves at 150 is a rather radical approach to Idaho's "state led wolf management", using their "Wolf-Control Board". Surprised the term "wolf harvest" wasn't tossed in here somewhere.

Legislation to carry out Gov. Butch Otter’s proposal for a new $2 million state wolf control fund and oversight board was introduced in the House Resources Committee this afternoon but only on a close, 9-8 vote after lots of questions. The bill, brought by Sen. Bert Brackett, R-Rogerson, and Rep. Marc Gibbs, R-Grace, would have the state set up a new control board not to make payments to livestock owners who lose animals to wolves, but to fund wolf-control efforts designed to control the state’s wolf population for which federal funds have fallen. “There are no new ways to control wolves being projected or being created by this bill,” Gibbs said. “They are simply subject to the tools we have today, which is sport hunting, trapping and aerial gunning.”


The livestock industry and hunting license fees would be tapped for yearly payments of up to $110,000 each to replenish the fund, which the governor wants to start with a $2 million one-time state appropriation.


New state Rep. Ilana Rubel, D-Boise, asked, “How is this a more cost-effective approach, to start a new board, than to put a little more money into Idaho Fish & Game so that they would be able to approach this problem within their existing framework?” Gibbs responded, “To me the importance of having a separate board of control is it gives the board the flexibility to work with anyone they need to in order to get their objectives.” He said, “The intent of this control board is not to eliminate wolves. The last thing that anybody I know of in the state of Idaho wants to see is to have to have discussions about putting wolves back on the endangered species list. That is not the intent of this bill. This bill is to manage wolves where there are conflicts with other industries and they’re socially unacceptable.”


The bill says the new five-member board would consist of the directors of the state departments of Agriculture and Fish & Game, and three gubernatorial appointees, one from a sportsmen’s group, one from the livestock industry, and one from the public at large.


Rep. Mike Moyle, R-Star, said he was concerned about the cost of setting up the new board, as opposed to using existing boards. “We’d have more money on the ground for dealing with the wolves,” he said. Asked how many wolves the fund would try to remove, Gibbs said it would follow the state’s wolf management plan, calling for a minimum wolf population of about 150. Rubel said that would require removing about 500 wolves, and at $2 million, would cost $4,000 a wolf.


Opponents of introducing the bill came from both parties and didn’t break down along party lines; the motion initially appeared to have failed on a tied vote, but then Gibbs noted that he hadn’t voted, and his “yes” vote provided the one-vote majority to introduce the measure.

WOLVES AND HUMAN WELL-BEING: ECOLOGICAL & PUBLIC HEALTH CONCERNS

Wolves play an integral role in maintaining the health of wildlife and ecosystems, and indirectly, livestock and public health. Recognition of this role and its ecological ramifications calls for greater respect, protection and incresed numbers of wolves in appropriate habitats across North America. Current federal and state government initiatives, backed by diverse vested interests, are poised to reduce the nation’s existing wolf population which is contrary to the directives of sound science, reason and the public interest.

State wildlife management practices directed to maximize deer numbers for recreational hunters, rural America’s virtual extermination of the wolf over the past two centuries, coupled with forest management practices and agricultural expansion indirectly providing feed for deer and the encroachment of real estate housing developments with deer-attracting gardens and vegetation in municipal parks, have had unforseen consequences associated with high White tail deer numbers; and elk in western states. Two of these unforseen consequences concern public health and potential harm to the livestock industry which a higher population of wolves across the U.S. would do much to recitify.

According to the Minnesota Dept. of Natural Resources, “After the young (fawns) are born each spring, there are between 900,000 and 1,000,000  (White tail) deer in Minnesota. The hunting season is important to keep the deer population from getting too large. Each year, Minnesota hunters harvest between 150,000 and 200,000 deer”.



Wolf Hunting – Wolf Hunting  


Hunters seek out the healthiest deer and trophy antler- bearers in particular. A seasonal hunt eliminating almost one quarter of the deer population means starvation for wolf in deer-hunted zones at the start of winter. This probably increases their predation on livestock. Increasing deer hunting quotas to better regulate deer numbers is not a biologically appropriate response even though it is a multibillion-dollar source of revenue for states and equipment suppliers.

Wolves prey on deer year-round, taking the slower ones weakened by injury and disease, and therefore play a significant role in controlling diseases carried by deer, notably prion-causing Chronic Wasting Disease (CWD). This disease also affects mule deer, elk and moose and is now spreading across the U.S.and Canada. Wolves are probably immune. But if these prions mutate and cross the species barrier and affect livestock, especially since prions have now been found in plants consumed by deer and also in agricultural crops consumed by livestock and humans, the consequences could have devastating economic consequences for the livestock industry. This could mirror the ‘mad cow’ disease-causing prion debacle in the U.K., which lead to mass slaughter and export bans to protect consumers of cattle infected with this form of spongioform encephalopathy from acquiring the debilitating and eventually fatal brain degeneration called Creutzfeldt-Jacob disease. Dr.Christopher Johnson with the U.S. Geological Survey, Madison, WI, who found  prions in crops and vegetation consumed by deer, concludes that their findings “suggest that prions are taken up by plants and that contaminated plants may represent a previously unrecognized risk of human, domestic species and wildlife exposure to CWD and scrapie agents.”



Curious Wolf Pups – Wolf Hunting 

In October 2013 it was reported that cattle in Wisconsin were diagnosed with contracting insect-born deer epizootic hemorrhagic disease, a first and a warning for the livestock industry of the need to better monitor deer numbers and disease risks, especially CWD. [Deer, elk and buffalo ranchers across the country may put wildlife and livestock at risk when unwittingly keeping animals infected with CWD and other diseases communicable to ungulates wild and domestic, including Brucellosis (Bang’s disease) Johne’s disease and tuberculosis].

Organic farmers and environmentally conscious ranchers have long recognized the role of predators and other wildlife species in helping preserve healthy ecosystems around and within their lands. An ecological approach to states’ wildife management and predator control policies and practices, moving away from what amounts to wildlife farming for recreational sports hunters of deer, elk and other selected species is called for now. In the final analysis the wolf, long reviled by cattle and sheep ranchers and seen as a competitor to be exterminated by many deer hunters, may be the ultimate savior of America’s livestock industry and of  healthier deer and other wildlife numbers if the prion-induced Chronic Wasting Disease and other deer diseases communicable to livestock and other species, including humans, is to be stemmed biologically through wolf predation. This means more wolves in deer and elk habitat, (and also cougars, bears and lynx).

The Centers for Disease Control have documented over 30,000 cases of tick-born Lyme disease in humans in 2012, (other estimates being as high as 300,000), this disease being harbored by rodents and deer and which wolves can also play an indirect role in helping control. These concerns underscore the need for a revolution in state and federal wildlife and natural resource management. The adoption of principles and practices that enhance biodiversity and healthy ecosystems domestic, commerical and wild, with greater protection for wolves as an integral aspect of a more enlightened and science-based approach to a better environment for all is the core principle of the One Health movement now being embraced world wide by medical, veterinary and other authorities and agencies.

Heyya President Obama!

How are you?
Hopefully very well.

I need to speak with you about a matter that really should never have been a
concern, but unfortunately it is. A very real, extremely contentious, and important matter.

The issue of our Gray Wolves in the U.S.A.

Don't know how much you have been following this conflict, so I'll share the info that I have.

Well, Wolves  in the USA were protected under the umbrella of the Endangered Species Act, until
2009.  ( Because they were pretty much rendered extinct in the USA, thanks to very successful wolf hunting.) A group of concerned scientists managed to get their hands on some wolves from Canada, and cart them back to the USA,.
I like to refer to that as the Genesis of the Gray Wolf Recovery.

So, now we have some wolves in the Lower 48, they are hanging out in the western USA, Rocky Mountain states.
Wolves do what wolves do. They feast on elk, deer, occassionally a bison, and they live in packs. Sometimes extended packs. ( Friendly in laws, go figure! )
The wolves love each other,  sometimes, and then they have children.
We call them wolf pups or wolf cubs.

So, all is well in the newly re-established realm of  wolves. Or so it seems.
( Sorry for the long wind up, but it has been ....years )

Starting ..... your appointed Secretary of the Interior, Ken Salazaar, whom if I am not mistaken, may have been more sympathetic to the ranching industry versus the community of US citizens who have paid in many tax dollars for this Gray Wolf Recovery.
Under Mr. Salazaar's reign we witnessed the U.S. states of Wyoming, Idaho, Montana, Wisconsin, Minnesota, and Michigan rally successfully and convince the USFWS that wolves in their states had reached a recovery level that would no longer merit protection as endangered species under the ESA.
(Actually, you can catch the latest word from your employee at the USFWS, Director Dan Ashe.

Fast forward.
Utah Senator Orrin Hatch decides he will round up 72 of his Congressional pals to sign this letter to .... saying, in essence, let's kill a bunch of those happy wolves.
Rather quirky request from Mr. Hatch, as he lives in Utah, and there are no Gray Wolves in Utah.
So why does this issue concern him?

Somehow, this letter is not seen for the ridiculous speculation that it is.


Mythological, fantastic, and should be taken under consideration of being included in the finest collection of fairy tales.


Let's tie this letter up.
